The Minister of Justice and Constitutional Development, Mmamoloko Kubayi, will lead a two-day inaugural Justice Forum taking place on Tuesday and Wednesday, 22–23 April 2025, at the Brigitte Mabandla Justice College in Pretoria.
The Forum is an extended Ministerial Executive Authority meeting (MINEXCO).
While the Minister has previously presided over several MINEXCO engagements, typically closed sessions involving the Minister, Deputy Minister, Director-General, and Deputy Director-Generals, this expanded format brings together leaders from across the Justice and Constitutional Development family.
These include Provincial Heads of the Department from all nine provinces, as well as Provincial Heads of the Master’s Offices and State Attorney’s Offices.
This shift signals the Minister’s deliberate move toward collaborative governance and unified service delivery across the Department.
The Forum reinforces the Minister’s commitment to transparency, accountability, and the accelerated transformation of South Africa’s justice system.
Key issues to be discussed include infrastructure development, staffing challenges, and the enhancement of IT systems.
The Forum will also serve as a platform to introduce and consult on a comprehensive turnaround strategy aimed at improving performance, efficiency, and service delivery within the Master’s Offices and State Attorney’s Offices.
Further discussions will review progress, identify practical solutions, and outline the Department’s priorities for the 2025/2026 financial year.
